Fiber-Optic Construction I: Outside Plant Design

Course Overview

The NCTI® Fiber-Optic Construction I: Outside Plant Design introduces the foundational concepts and practical skills required for designing and constructing fiber-optic outside plant (OSP) networks. The course covers essential elements of passive optical network (PON) architecture, route planning, loss budgeting, and documentation practices necessary for effective network deployment. Topics include aerial and underground installation methods, slack loop and splice closure placement, and the interpretation of plant design maps using standard industry symbols. The course also examines joint-use pole regulations, including federal, state, and local requirements, and outlines the responsibilities of both pole owners and attachers in shared utility environments.

The Fiber-Optic Construction I: Outside Plant Design course equips students with the essential knowledge and practical understanding necessary to plan, design, and support the physical infrastructure of high-performance fiber-optic networks.
The estimated completion time for this course is 8 hours. The maximum allotted time is four months from enrollment.
Apply key design principles in fiber-optic network planning, including PON architecture, resource optimization, splice closure placement, and slack loop management.

Interpret and utilize route maps, franchise agreements, and network documentation to support the design of an effective outside plant.

Perform essential calculations and evaluations, such as link loss budgeting and acceptance testing, to ensure design accuracy and network performance.

Define plant design and explain how symbols are used to represent outside plant infrastructure.

Interpret aerial and underground design maps using standard symbols for attachments, routing, and structural elements.

Identify and explain the symbols and functions of fiber-optic components, including cables, interface devices, and splice points, as depicted on design maps.

Apply clearance, loading, and installation methods for aerial fiber-optic cable, including lashing techniques and splice closure placement.

Demonstrate knowledge of underground installation practices, including conduit preparation, cable placement methods, and high air speed blowing techniques.

Interpret federal, state, and local regulations governing joint-use pole attachments, including FCC guidelines and safety standards.

Explain the roles and responsibilities of pole owners and attachers in joint-use agreements, access requests, make-ready work, and compliance management.

Describe key operational practices for joint-use attachments, including equipment installation, grounding, damage reporting, cost management, and documentation.
